@Chris:
As far as I know, there's no direct flights from Cebu to Batanes at the moment. You have to pass by Manila as your jump off. Or if you want to see more of Northern Luzon (I'm from Northern Luzon), make the most of your time if you have the budget. Fly Cebu to Manila and make a one way flight to Basco,Batanes from Manila.

Here you have two options on your way back to Manila:
Option 1: Take a one way return from Basco, Batanes to Laoag City (Ilocos Norte). There are famous places to see in Laoag which can be reached by jeepneys. After your itinerary in Laoag City, move south by minibuses going to famous pre-colonial houses in Vigan City (Ilocos Sur). In Vigan, there are buses plying to Manila most of the time. Option 2: Taking the Cagayan Valley corridor by plane from Basco, Batanes to Tuguegarao City (Cagayan). In Tuguegarao, make a side trip to the famous Callao Caves in Penablanca, Cagayan which just about 30mins south of Tuguegarao. Take the bus in Tuguegarao going to Manila or if you are very adventurous and have the time still, visit Banawe Rice Terraces.

How does that sounds?
